Civic Center’s sophomore LP and final release finds the band less conjoined to their skeletal post-punk backbone. With moments of tinny, hypnotic cello and cold, rumbling modular landscapes, the experience is more loose than previous excursions. “Beam lights into the sky to rival the sun- let your words pour down.” Settlements is a tribute to the futile and extraordinary efforts of man. The lyrical content is deeply indebted to the paintings of Courbet and the limestone dwellings of Alberobello. Crumbling and claustrophobic, Settlements is presented as Civic Center’s final document.
